Bug#1029668: Cannot read HEIC anymore

The inability to read HEIC content using applications that depend on libheif1
could be a symptom of a more general codec-loading problem in that package:

Version 1.14.0 of upstream libheif1 introduced a plugin-based system[1] (shared
modules) for codecs, and I'm not sure that we have opted-in to that and bundled
either-statically-or-dynamically-loaded codecs into the binary packages yet.

(also note: upstream decided to choose CMake as their single supported build
system from 1.14.0; that matches the build system that Debian already uses for
the most recent versions of the source package)


Although these codec modules are likely only intended for use by libheif1
currently, the Debian Policy Guide section about Static Libraries[2] is helpful
to refer to.
