Talking as upstream, it used to be that way (until 2011), and users rightfully 
complained that it incorrectly assumed that the VLC binary would be first in 
the search path. Indeed, VLC is far from the only application to put the full 
path there.

Working around limitations of firejail is a non-goal.

IMO, this is wontfix.
