svc_context.h was include in the 1.4 version of libvpx-dev, and we
need in QtWebEngine (dev-branch for Qt 5.7) to build Chromium 47 with system
libvpx.

To include it in libvpx 1.5 you need to add the following configure flags in
debian/rules:
  --enable-experimental \
  --enable-spatial-svc
