DPT shows that the last upload is:

[2020-11-30] celluloid 0.20-2 MIGRATED to testing (Debian testing watch)
[2020-11-25] Accepted celluloid 0.20-2 (source) into unstable (Ximin Luo)

And there is now a mentor proposal for 0.25 since 2023-04-04:

Does Debian 12 will ship the 0.20?
