Hi,

libsvtav1-dev writes:

  This package provides the development files for libsvtav1dec and libsvtav1enc.

However, it does not. It provides _some_ development files (the header
files), but not _the_ development files; in fact, it is pretty useless
on its own. It took me a long time before I figured out that the package
that I wanted was libsvtav1enc-dev.

Suggested rewording:

  This package provides the header files shared between libsvtav1enc-dev
  and libsvtav1dec-dev.
