Bug#1021036: lv2 FTCBFS: does not pass cross tools to waf

lv2 fails to cross build from source, because it does not pass cross
tools to waf. The easiest way of doing so - using dpkg's buildtools.mk -
makes lv2 cross buildable. I'm attaching a patch for your convenience.
