Bug#994537: ffmpeg: Please don't unconditionally build depend on clang

Hello!

Any chance this bug could get fixed soonish?

ffmpeg is a rather important dependency for a lot of other packages and
being BD-Uninstallable will therefore block a lot of packages from built
on the affected architectures.

Please keep in mind that we don't have the cruft feature in Debian Ports
which keeps build dependencies installable all the time [1].
