Support for PipeWire requires upgrading to PulseEffects 5.x and doing
so will drop support for pulseaudio, which is only available in 4.x.

Since PipeWire won't be suitable for all users, I suggest that both
versions of PulseEffects be included in Debian, under different names.

There are lots of different options for that:

 * pulseeffects-pulseaudio pulseeffects-pipewire
 * pulseeffects pulseeffects-pipewire
 * pulseeffects-pulseaudio pulseeffects
 * pulseeffects-legacy pulseeffects

The last option is in line with how upstream named their branch.
