As long as linuxptp package is distributed with all services disabled by 
default, I think that the best resolution is to simply remove the 
"provides: time-daemon".
There is no sane default for ptp configuration nor public ptp service to 
start them up at install time.
Default "vendor" service preset must be "disabled".
Configuration (with or without ntpd|chrony interaction) and startup 
preset of one or another daemon provided by this package must be done by 
a sysadmin.
