Now that Debian 11 is out, we are still stuck with aom 1.0 series. I believe
it's worthwhile to work on pushing new aom into Debian.

I will probably take a fresh start (i.e. use stock upstream source code and
drop debian/patches/*) with experimental and later into unstable as team
uploads, and add patches when needed. James: if you find any of these steps
inappropriate, please let me know immediately.
