Bug#982964: zam-plugins should build verbosely

While trying to figure out why zam-plugins fails to cross build, I
noticed that build logs completely lack compiler invocations. The Debian
policy recommends that packages build verbosely by default. Please
consider applying the attached patch to make the build verbose unless
DEB_BUILD_OPTIONS contains the word terse.
