Bug#981260: libde265: drop unused Build-Depends: libjpeg-dev and libxv-dev

libde265 participates in dependency loops relevant to architecture
bootstrap. Rather than looking into such a difficult problem, I looked
into easily droppable dependencies. It turns out that libde265 does not
use libjpeg-dev and libxv-dev in any way. Please consider applying the
attached patch to drop them.
