This is the same of https://bugs.debian.org/961216

please beware of mixing up releases.

I really wonder how you mange to mix up these.  Obviously there is a
missing versioned dependency, but your system is not fully up-to-date,
so please run apt upgrade.

Now that glibmm2.4 is fixed to generate the proper versioned dependency,
I'm going to rebuild inkscape to pick up the new dependency, fixing
this… but really, your system can be considered broken.
