No. Essential bits are still missing. Now make install fails, because
PKG_CONFIG isn't exported, which was addressed in my original patch.

If you insist on refactoring the patch, could you maybe verify that your
solution actually works? You can easily cross building by passing --host
to sbuild or passing --host-arch to pbuilder.
