That is the expected behavior to prevent an activation of newly-installed plugins without user consent.
It is expected that user enables and configures the addon before the addon starts serving its purpose.
I think I had to clarify this in my unofficial repo. I will ask the upstream if we can merge a patch that
pops up a notification if new addons were installed / need additional configuration. I firmly believe it is
a security enhancement, too.

As Mattia mentioned before, I am uploading new addons daily, he reviews them (just like we did in debian-mentors)
and sponsors them to Debian. It is Christmas time, so everything will get uploaded next week I hope (though all
new addons go to NEW queue and require final approval by FTP Masters team). In the meantime, feel free to enjoy
Kodi & report bugs if found :)
