Hello,

Thanks for updating libvpx to 1.9.0. In that version a rate control interface
for RTC was added
(https://github.com/webmproject/libvpx/commit/745979bc2913b4f26847084699d9fddd68b60410)
that Chromium is using, but it's not available in the package. Could you please
add it?
