As I already reported in the upstream bug:

I tested this again with VLC 3.0.11 on Debian 9.13 and 10.6 and videoseek seems to work fine now. However, I am not sure which exact VLCversion resolved my problem (it could be any of the following versions:3.0.7, 3.0.8, 3.0.10 or 3.0.11). Anyway, feel free to close the bug.
