I've been busy in the last month so I couldn't check this matter, but
IIRC inkscape 0.92.4 has a few issues with py3, that are completely
solved in 1.0.  Either way, nothing major, the main issue being indeed
the shebang.
I'll take care of it in the next weeks, much less for bullseye.
