Dear Maintainer,

/usr/share/doc/libdvdcss2/README contains this section:

> Building and Installing libdvdcss

> See the INSTALL file.

However there is no /usr/share/doc/libdvdcss2/INSTALL or any INSTALL
file in the Debian package.

I understand that the README comes verbatim from the upstream sources,
which do contain the INSTALL file. You might still want to do something
about this.
