Bug#939776: pd-log FTCBFS: strips with the wrong strip

pd-log fails to cross build from source, because it strips during make
install with the wrong strip. This also breaks DEB_BUILD_OPTIONS=nostrip
as well as generation of -dbgsym packages. It is best to defer all
stripping to dh_strip. This can be done by substituting STRIP for a
no-op command such as true. Please consider applying the attached patch.
