I think this is fixed by this PR which should be in 0.29:
https://github.com/mpv-player/mpv/pull/5340

The idea of that is to only use the ytdl hook as a fallback if the
native loaders (which can play m3u files) fail to load it for some
reason. After that PR, the ytdl hook is not involved at all.
