Bug#573802: Rosegarden 10,.04

Well i think its important to go straight to version 10.04, mostly of
a serius bug in 10.02 in notations editon.

the fixes that are included in 10.04 are following.

* Fixes to crashes and incorrect updating in the notation editor <------

* Restore duration-change shortcuts in notation forgotten in 10.02 <--------

This will be veru enoing bugs for surten users

* Various small efficiency improvements

* Fixes to LIRC support

* Fixed to configure process to permit user override of CXXFLAGS and improve
platform compatibility

* Minor improvements to desktop file definition
