Bug#509579: jack-audio-connection-kit: does not build netjack backend

The debian package does not build the NetJack back end. This is likely
due to packagers not reading their output during the configuration
process, possibly not realizing that this feature has been added to
jack by default. The autoconf does not select the netjack because the
dependency on libsamplerate is not satisfied. Adding a libsampelrate-dev
build dependency will enable the NetJack backend to be built, and a
libsamplerate run-time dependency to allow it to run.  IN addition,
the libcelt and ibcelt-dev dependencies  would allow netjack to build
with celt codec support once debian version catches up with the requirement.
