Bug#443890: jackd: Make binary tools into separate package from daemon

It would help (and perhaps be more Debian-compliant), if the binary tools included in the jackd package, were in a separate package. The name "jack-tools" is already taken, so perhaps "jackd-tools".
In particular, those which would be nice to have in a separate package are:

This would make it easier to build a package for jackdmp, which is sorely needed.
