Right.
The realtime LSM won't load if capabilities are linked directly into
the kernel (CONFIG_SECURITY_CAPABILITIES=y), you *must* build the
kernel with CONFIG_SECURITY_CAPABILITIES=m. I recently added a check
in the Makefile for this.
