In Debian, E17 has tablet/smarphone modes. GNOME3 can also be used in
keyboard-free mode but it wasn't developed with tablets in mind so
there are some issues that are slowly being ironed out in more recent
versions. Outside Debian there is lots of software from other
distributions that could be packaged (KDE Plasma Active comes
immediately to mind).
