There doesn't appear to be anything ppc64el-specific about that
example, as it's an arch:all package.

I don't have a suitable APT setup right now, but I've just tested using
wget
https://deb.debian.org/debian/pool/main/s/scons/scons_4.8.1+dfsg-1_all.deb
from several locations (UK, Canada, Australia) on a mixture of bullseye
and bookworm systems, and got rapid downloads each time.
