I'm also in favor of directory listing enabled mirrors; however IMO it could be problematic for countries with too few mirrors (or even a single one) if pointing "official" names becomes dependent on directory listing.

I find the wording "please ensure" already pretty instructive, possibly
the most instructive we can get with people volunteering their resources
to distribute our works.

I agree with OP that mirrors should provide listings, although (sane)
bandwidth/rate limiting could be acceptable and DoS protection as well.

Maybe we can make it a policy not to point "official" names to mirrors
that don't offer directory listings?
