The official country mirrors are supposed to be highly reliable and attentive
mirrors, with closer interaction with the distro than average. That's why it's
natural for downsteam mirrors to use them as upstream. Wouldn't it be simpler
if you required them to also offer rsync? Besides, they're a much a smaller
fraction of the total, which makes supervision easier for you.
