IPv4 over IPv6 is configured in /etc/gai.conf.  It is system wide.  Give
a higher precedence to ::ffff:0:0/96 (e.g. give it precedence 100) and
typical software using glibc will prefer regular IPv4 over IPv6.

And please don't ignore what is important:  Next time you complain of
ipv6 connectivity, not only you should SAY SO, you *must* also use ping6
and traceroute6 instead of the IPv4 tools.
