The ftpsync version running on your mirror is outdated (4711):
http://mirrors.ucr.ac.cr/debian/project/trace/mirrors.ucr.ac.cr

You can find the last release (80387) on your mirror at
http://mirrors.ucr.ac.cr/debian/project/ftpsync/

The next release is also available on the git repo at
https://ftp-master.debian.org/git/archvsync.git
