The same questions actually stand for Volia's Ukrainian upgraded mirror.
Currently the main upstream server I use is ftp.si.debian.org (debmirror.amis.net).
Our interconnectivity is the best I could find.
For the backports I use ftp.uk.debian.org
and for the archives -- archive.debian.org.

I'm all open for your suggestions. :-)

The list should be helpful if someone wants to volunteer, else, pick a mirror from the overall mirror list with good bandwidth and contact that administrator to set up for you.
