here is trouble in dns:

 $ nslookup ftp.br.debian.org NS1.DEBIAN.ORG
Server:         NS1.DEBIAN.ORG
Address:        206.12.19.5#53

ftp.br.debian.org       canonical name = debian.c3sl.ufpr.br.

 

Looks fine, yes?

 

But lets go deeper:

 

 $ nslookup debian.c3sl.ufpr.br ns.ufpr.br
Server:         ns.ufpr.br
Address:        200.17.209.1#53

Non-authoritative answer:
*** Can't find debian.c3sl.ufpr.br: No answer

 $ nslookup debian.c3sl.ufpr.br 8.8.8.8
Server:         8.8.8.8
Address:        8.8.8.8#53

** server can't find debian.c3sl.ufpr.br: NXDOMAIN

 

That's the reason, why we can't resolve ftp.br.debian.org.
