Maybe you should take a look at that "Nameserver not responding" bit:

$ dig +short NS debian.org
ns1.debian.org.
ns4.debian.com.
ns2.debian.org.
ns3.debian.org.
$ dig +short ftp.br.debian.org @ns1.debian.org
debian.c3sl.ufpr.br.

So no, it hasn't been "removed from Debian". FWIW, for a more canonical
answer you should take a look at the mirror masterlist [0].

And just for completeness' sake:

$ dig +short NS c3sl.ufpr.br
ns.c3sl.ufpr.br.
ns2.c3sl.ufpr.br.
$ dig +short debian.c3sl.ufpr.br @ns.c3sl.ufpr.br
200.236.31.3
