You could very well give http.debian.net a try. It doesn't solve the
problem per se[1], but it reduces the chances of hitting it.
[1] the only way to solve it would be to only redirect requests for
Translation files to mirrors using the newer ftpsync. Since only a few
mirrors use it, there would be a noticeable performance degradation.
