I've had a look around, and you can find this information at http://www.debian.org/mirrors/official: If you haven't already, you need to submit your mirror (presumably using your current URL rather than the proposed one) and make sure it meets the listed criteria on the page above. Then you need to drop an email to mirrors@debian.org asking to become the official country mirror - you'll need to send them certain information as listed at the bottom of the page.
