The Japanese mirror is running a CDN, as described at:

As far as generic automatically generated DNS zones, we have
mirror.debian.net already, which has <cc>.<arch>.mirror.debian.net
round-robins, and that actually may already work well for stable.

As far as GeoDNS is concerned, there exist a few parsers of WHOIS data,
but we haven't deployed anything yet IIRC.

I've discussed these ideas with various people at some length at some point
in time, but you never have enough round tuits... :)
