We (actually I for the moment :p) parse
http://www.de.debian.org/dmc/today/ from time to time, then mail admins
and modify Mirrors.masterlist accordingly.

A perl script at
http://teubr.eu.org/~spaillar/debian/qamirrors/check-archs allow to
(almost) produce a updated Mirrors.masterlist in sync with reality. For
the moment it does it only for ISO mirrors, but it's quite easy to adapt
..
