[PATCH] mips/loongson: unify reset.c and move ec_kb3310b.c



This patch merges the different reset.c codes into common/reset.c.
For that, also ec_kb3310b is moved into common. To be able to
build ec_kb3310b only when needed a new config flag LOONGSON_KB3310B
is added and automatically enabled with the lemote-2f maschines.
