arts and kdelibs build faliures

Hi

Arts and kdelibs on arm and kdelibs on mips are failing to build on the 
autobuilders. (As a result the rest of KDE is also failing to compile.). I 
think this is because QTDIR is not set. As a result the rest of KDE is also 
failing to build. Please could someone try to sort it out. (I have file bug 
#215270 against qt-x11-free, but am not sure if it that is the correct place 
to file it.)

P.S. I think that variables for additional includes need to be set for the 
configure scripts to detect Qt. If it is these environmental variables that 
are the problem, they would need to remain in place for the rest of KDE to 
compile.
