Compiling dpkg is a bit rough on a fresh hardhat install. If you don't
want to do that you can simply unpack the dpkg deb using ar & tar and
put the files in the proper places.  You probably also have to create
some dirs in /var/dpkg(it's good to have a working debian installation
of any architecture as reference).
