You know that 2.3.x kernels are development series and that 2.2.x kernels
are supposed to be production kernels? Not everything that's in 2.3.x
kernels goes to 2.2.x kernels, expect them first in 2.4.x kernel just like
with 2.0.x, 2.1.x and 2.2.x.

Having said that, mainstream Linux/MIPS kernel development doesn't go
straight to 2.3.x or 2.2.x. You have to pull it from either
ftp.linux.sgi.com or cvs mentioned in the Linux/MIPS HOWTO;
http://www.linux.sgi.com/mips/mips-howto.html.
