dh-exec-filter-build-profiles: error: '!nodoc' is not a valid build profile restriction formula

I am receiving the following error when attempting to build courier 1.5.1-2
targeting unstable:

dh-exec-filter-build-profiles: error: '!nodoc' is not a valid build profile restriction formula

This is caused by the <!nodoc> syntax in courier-base.install:

I didn’t receive this error a few days ago when building 1.5.1-1 for
experimental.

Is this some sort of transitory issue in unstable or does it represent a change
in the accepted build profiles?
