I noticed that there are some changes necessary for your packaging:Since this is a NEW package, you should only have 0.4.0-1 in the change log with the line "Initial Release (Closes: #ITPBUGNUMBER). You should remove the other entries in the changelog.
In d/copyright you should also mention the license for the debian subdirectory (debian/*). You can license it under GPL-3 as well.
Your packaging is also missing d/watch.I recommend you to maintain this package with the Debian Python Team. Team maintenance makes it a bit easier for sponsorships.
