I can only answer from enca prespective. enca is a character set guessing utility which fits to user workflow. In addition to character set detection it provides conversion as well though iconv, recode and internally. Each method of conversion has its limitations. The goal is to fit to user worflow with best possible conversion. So in future if there is a new library that provides charset conversion, than it can be added to enca like the third party libraries iconv or recode. Regards, Syed Shahrukh Hussain.
