I have checked both the bugs

Yes there was a problem in librecode detection due to issue in m4/librecode.m4‎ which is fixed in https://github.com/nijel/enca/commit/c4b5787c37563373cb2dc81608bf87a325b2ae69

enca supports complete api of recode just like iconv with complete test suite.
