This is looking good. There are just a few points to sort out.
In d/control, you have specified versions for libadwaita-1-dev,
libgtk-4-dev and gir1.2-*. You do not not need the versioning, as the
versions of those packages in Sid are already more recent than specified.
In d/copyright:
* Your comment on GPL-3 has a paragraph on the "tractor team". This
shouldn't be in d/copyright at all.
* data/icons/com.jeffser.Pigment.Source.svg looks like it is licensed as
Creative Commons By-SA 4.0. You need to list it in d/copyright too.
Also, please be aware that this licence is only compatible with GPL-3.0
(not GPL-3.0-or-later). While I believe this is more of a technicality,
please update d/copyright to use GPL-3 only.
