I intend to adopt libbs2b (was orphaned; ITA closes #1007187).

Changes since 3.1.0+dfsg-8:
* New maintainer (Closes: #1007187).
* Adopt active GitHub fork; repack as +dfsg1 (drop win32/, autogen.sh).
* Packaging refresh: simplified rules, git watch, symbols file, pkgconf, S-V 4.7.2 (no changes needed).
* Add basic autopkgtests (smoke, compile).
* Patches retained:
- remove-win32-references.patch
- build-libm-libadd.patch (to be forwarded upstream)
- drop-dist-xz.patch (Debian-only)
* Reproducible; Salsa CI (build, lintian, reprotest, piuparts) - all green :)
Outstanding: manpages (planned); build-libm-libadd patch to be forwarded upstream.
