To unblock dcmtk 3.6.9-5 you need to fix autopkgtest issues listed on 
https://tracker.debian.org/pkg/dcmtk , that is, either make sure testing 
versions of orthanc and orthanc-wsi work with dcmtk 3.6.9-5 or, again, 
set the appropriate Depends/Breaks relations.
