Thanks a lot for looking at this. All taken into account except:

Present as suggests, as this is a commodity migration tool for few use cases.

>     - contrib/whisper-auto-resize.py:84:    from carbon.conf import settings
>     - contrib/whisper-auto-resize.py:94:from carbon.storage import loadStorageSchemas, loadAggregationSchemas

Not possible because this is provided by carbon-cache which would create a
circular dependency. Those are also tools that are of no use if carbon-cache
is not in use.
